Special Regulations

 
ORGANISATION, DATES AND LOCATION

HAFNIA 01 is a specialized world philatelic exhibition organised by the Danish Philatelic Federation. The exhibition will be held at the Bella Center, Copenhagen, 16 - 21 October 2001.

SPONSORSHIP AND PATRONAGE

HAFNIA 01 is organised with the support of Post Denmark, Stamps, Post Greenland and Faroe Islands Post. HAFNIA 01 is to be held under the patronage of the "Fédération Internationale de Philatélie" (FIP).

REGULATIONS

HAFNIA 01 will be governed by the following FIP regulations:
  • The General Regulations for Exhibitions (GREX),
  • The General Regulations for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV),
  • The Special Regulations for the Evaluation of Competitive Exhibits at FIP Exhibitions (SREV),
  • The Supplementary Rules for the Philatelic Literature at FIP Exhibitions,
  • The Special Regulations for HAFNIA 01 (IREX).

PARTICIPATION

Collectors who are members of societies affiliated to member federations of the FIP can apply for participation. Participation in the non-competitive class is granted by special invitation, only.
Entries in the competitive classes, with the exception of the open class, must have achieved a minimum of a vermeil medal, for philatelic literature at least a silver medal at an exhibition of national level.
For exhibits from countries where there is no national competitive exhibition, the national commissioner confirms the quality of the exhibit in a written statement that follows the provisional entry form.
Exhibits participating in open class must have been exhibited nationally, demonstrating that the quality is suitable for an international exhibition. The national commissioner confirms the quality of the exhibit.
Exhibits having achieved an award at a previous FIP exhibition within the last 10 years are qualified.
The exhibitor must be the owner of the exhibit displayed that will be listed under the exhibitor's name, or a pseudonym in the official programme. With the exception of philatelic literature and open class entries, the exhibit must have been the property of the exhibitor for at least two years, and if purchased as a collection extensively revised.
No more than one entry per individual or two per family are permitted.
Exhibitors may display their collection under a pseudonym provided that their name and membership in an appropriate philatelic society is made known to the national commissioner and the organizer who are authorised to communicate such information to the jury.
The regulations governing the conditions of application and acceptance are stated in articles 9 to 18 of the GREX.

ENTRY FORMS

Exhibitors shall submit the provisional entry form, which must be accompanied by a copy of the introductory sheet, directly to their respective national commissioner. Exhibitors from countries where no national commissioner has been appointed should apply to the commissioner general of HAFNIA 01 through their own national federation.
A separate entry form will be required for each exhibit and must be either typed or written in block letters. Entry forms must be received by the national commissioner not later than 1 July 2000.

ACCEPTANCE AND NOTIFICATION

Notification of acceptance or rejection by the organiser, together with the number of frames allocated to each exhibit, will be sent to the national commissioner, when frame allocations have been made. Such notification is anticipated to be made by 1 November 2000 at the latest.
A list of accepted exhibits will be forwarded to the national commissioner by the organiser. The final entry form will be sent by the national commissioner to each exhibitor, who will sign the final entry form and send it back not later than 1 December 2000 to the national commissioner along with payment of the entry fees.
The final entry form is to be accompanied by a photocopy of the introductory sheet of the exhibit in one of the FIP languages, showing the concept of the exhibit.
The introductory sheet may be changed after returning the final entry form, but no change must be made in the superior structure of the exhibit.

ENTRY FEES

The entry fee in the competitive classes and in the open class will be, including VAT:
For classes 1 and 2: DKK 225.- per frame.
For the philatelic literature class (class 3): DKK 225.- per title or philatelic software.
For open class (class 4): DKK 100.- per frame.
Entry fees are not refundable.

CLASSIFICATION OF EXHIBITS

Exhibits must be entered under the correct classification. The organiser reserves the right to reassign incorrectly or ambiguously described entries. No exhibit may be entered in more than one class.
The organiser reserves the right to reject any exhibit in whole or in part, in case of oversubscription, without assigning any reason for rejection.
Every entry accepted will be listed in the official exhibition catalogue under its given title as stated in the final entry form.

EXHIBITION CLASSES

Competitive Classes:

Class 1: Traditional Philately

  • National Class: Denmark, The Danish West Indies, Greenland, Faroe Islands, and Slesvig
  • Nordic Class: Finland, Iceland, Norway, Sweden and The Islands of Aaland
  • Europe except the Nordic countries
  • Overseas
Class 2: Thematic Philately

Class 3: Philatelic Literature:

  • Philatelic pamphlets, books and studies, issued after 1 January 1996
  • Philatelic journals, periodicals (a complete annual publication) columns and articles (selection of at least 10 different articles), issued after 1 January 1998.
  • Philatelic catalogues, issued after 1 January 1998
  • Philatelic computer programmes. This class is devoted to philatelic software designed for use in IBM, Apple Macintosh or computers compatible to those. These could be inventory programmes, data bases, or page preparation on diskettes or CD-ROM
Class 4: Open Class
The purpose of the open class is partly to provide interesting exhibits which stimulate both the committed and the new collector, partly to provide settings for those who wish to exhibit outside the strict regulations, and partly to permit the inclusion of a certain amount of non-philatelic material.

The Open Class competition will be divided into four sections, the exhibits have to fit into one of the following:
  • Tourism
  • Communication
  • Leisure
  • Development
The open class will be judged and awarded by a separate jury. The exhibitors may choose between two and five frames. The exhibit has to fit into the standard frame as described in paragraph 10.
The evaluation scheme will be as follows:
Idea and originality 30 points
Handling and use of material 40 points
Presentation, description and general impression 30 points

Joint exhibitors are permissible.

FRAME SIZE

There will be approximately 2,200 competitive frames. One frame measures 89 cm in width by 119 cm in height, and holds sixteen pages.
The pages will be mounted in four rows of four. Pages exceeding 22 cm in width and 29 cm in height can only be mounted by overlapping.
Each page must be numbered and placed in a transparent cover. Exhibits with pages without protective covers will neither be exhibited nor judged.

FRAME ALLOCATION

A complete list of exhibit classes is given in paragraph 9 in these special regulations. Exhibitors in the competitive classes will be allocated the following number of frames uniformly as per article 6.4 of the GREX:
Classes 1 and 2:
5 frames. Exhibits that have previously achieved a FIP Vermeil or lower medal, including first time exhibits.
8 frames. Exhibits that within the last 10 years have achieved a FIP or continental federation Large Vermeil or higher award.
Class 4:
2 to 5 frames.

EXHIBIT PRESENTATION

All exhibits, except for those in open class, must be mounted on white or light coloured pages. No exhibit mounted on black or dark coloured pages will be accepted.
Expert certificates may not be shown. In a location on the album page and as close as practicable to the expertised item, the availability of an expertisation certificate, either on the back of the page or in the hands of the commissioner, should be indicated by displaying the letter "e" in bold thus (e).

DELIVERY AND RETURN OF EXHIBITS

All exhibits delivered by mail, airfreight, or private carrier, except literature exhibits, must reach the organiser before 4 October 2001 but not earlier than 20 September 2001. The only exceptions, which must be approved by the organiser, are the exhibits delivered by the national commissioner and/or by the exhibitor.
Exhibit envelopes and exhibit inventory forms together with further exhibitor information will be sent to each exhibitor through the national commissioner.
All exhibits must be delivered in the specially provided exhibit envelopes (one per frame assigned). If the exhibit is mailed, or sent by airfreight, or by private carrier, the completed exhibit inventory form shall be placed in the envelope containing the first frame. If the exhibit is transported by national commissioner the exhibitor must follow the commissioner's instructions. All expenses in connection with sending the exhibit shall be paid by the exhibitor. The exhibits will be returned as per article 51.1 of the GREX.
After the ending of the exhibition, the national commissioners will be notified immediately when the organiser has dispatched all the exhibits that must be returned by mail, airfreight or private carrier.
The national commissioner confirms to the organiser that the exhibits have returned. A special form for this confirmation is sent along with the exhibits.

MOUNTING AND DISMOUNTING OF EXHIBITS

Mounting and dismounting of exhibits will be performed by, or under the supervision of the organiser and the national commissioners.
No exhibitors will be allowed to mount or dismount their exhibits.
No exhibits will be dismounted before 3 hours after closing time.

PHILATELIC LITERATURE

Exhibitors in the literature class (class 3A, 3B and 3C) must send two copies of each title, volume or article, none of which will be returned. For literature class 3D (philatelic software), the exhibitor must send two copies of the programme if on diskette, and three copies if provided on CD-ROM, with full documentation (user's guide) for each copy of each entry.
Exhibition visitors will have the opportunity to examine the philatelic software entries in a special computer area located in connection with the literature class.
All literature exhibits must be received by the organiser not later than 1 July 2001, to make preliminary judging possible.

INSURANCE AND SECURITY

Exhibitors are advised to secure appropriate insurance for their exhibits. The organiser is not responsible for such insurance, and all expenses in securing insurance are the responsibility of the exhibitor. The organiser will not be liable for any loss of any exhibit, in whole or in part, howsoever caused.
The organiser will take reasonable precautions to ensure the security and safety of the exhibited items whilst they are in his possession.

CUSTOMS

The organiser will make all reasonable efforts to devise a simplified procedure for exhibits, which enter Denmark. The organiser will see to it that exhibits from foreign countries will be admitted as temporary imports, which are exempted from custom duties or previous guarantee.

AWARDS

Prizes will be awarded by the jury in accordance with the GREX.
Donated prizes must be approved by the organiser's discretion.
Donated prizes approved by the organiser will be placed at the jury's disposal.

AMENDMENT OF REGULATIONS

The organiser reserves the right to amend these special regulations at any time, including the alteration of groupings and classifications, if necessary.
The organiser's decision shall be final in all cases arising in connection with the exhibition, apart from the jury's decisions.

LIABILITY

No liability is accepted by the organiser and his employees for any loss or injury suffered by exhibitors from any cause whatsoever as a result of entering this exhibition. Similarly no liability is accepted by the FIP, the national federations, their national commissioners, the jury, or any other voluntary personnel for any loss or injury suffered by exhibitors as a result of entering this exhibition.
The laws of Denmark shall govern interpretation of these regulations. The English language version is deemed to be the correct version.
Any subsequent dispute will be settled by the parties concerned, or in the event of failure to do so, through the Danish rules of Copenhagen Arbitration. In any dispute each party will bear his own costs.

AGREEMENT TO THESE REGULATIONS

The exhibitor's signature on the entry form shall be deemed to be a sign of his/her acceptance of these special regulations (IREX) in its entirety, the GREX (general regulations for exhibitions), the GREV (general regulations of the FIP for the evaluation of competitive exhibits), and the SREV (special regulations of the FIP for the evaluation of competitive exhibits).
