SECTION VII

Article 54

54.1 The F.I.P.-Board will appoint one of its members as a Co-ordinator for preparation of the bi-annual F.I.P.-Congress. He is responsible for using his authority with respect to the technical and organisational preparations for the Congress.

54.2 Whenever the F.I.P.-Congress takes place in conjunction with a F.I.P.-exhibition, the Congress Co-ordinator and the F.I.P.-Exhibition Co-ordinator will be the same (GREX Section III).

54.3 The organisers of a F.I.P.-Congress are responsible for the technical and organisational preparations and holding of the Congress. They are obliged to:

- provide suitable rooms for the Congress, for meetings of the F.I.P.-Board and for meetings of the F.I.P.-Philatelic Commissions;

- organise simultaneous translation and tape-recording of the plenary meeting of Congress;

- establish a Congress secretariat with multi-lingual secretaries and necessary office equipment.

54.4 The organisers of a F.I.P.-Congress are responsible for the travel and accommodation expenses (equivalent to those provided under Article 35 and 36 of GREX) of:

- the F.I.P.-Board;

- the head of the F.I.P.-Secretariat;

- the Presidents of the Commissions; and

- Recognised Experts (appointed under Article 42 of Statutes).

54.5 Upon conclusion of the Congress, the proceedings of the Congress shall be published by the organisers in the languages as set forth in Article 27.1 of Statutes, after approval by the F.I.P.-Board, The number of copies to be printed will be agreed with the F.I.P.-Co-ordinator. Copies of the proceedings will be posted to all F.I.P.-Members, the F.I.P.-Board, the Commission Presidents, the F.I.P.-Secretariat and to the invited members as mentioned in 18.2 of Statutes.

54.6 The Exhibition Management of a F.I.P.-World or International Exhibition where no F.I.P.-Congress is held may be obliged to organise a meeting of the F.I.P.-Board but in no event at more than two exhibitions a year. In this case, the Exhibition Management shall provide appropriate conference rooms and is responsible for the travel and accommodation expenses (equivalent to those provided under Article 35 and 36 of GREX) of any Board member not appointed to the Jury of said World or International Exhibition and the head of the F.I.P.-Secretariat, except that the hotel room and daily expense allowance shall be limited to five days.

Article 55

55.1 In the event of any discrepancies in the text arising from translation, the English text shall prevail.

Article 56

56.1 Matters not covered by the GREX will be determined by the F.I.P.-Board and ratified by the Congress.

56.2 Exceptions to the provisions of the GREX may only be made by the F.I.P.-Board.

Article 57

57.1 The above General Regulations of the F.I.P. for Exhibitions were approved at the 51st F.I.P.-Congress on June 21, 1982 in Paris and further revised from time to time till the 61st F.I.P.-Congress on May 4, 1992, in Granada. New amendments were approved by the 64th FIP Congress held on 6th October 1996 at Istanbul. They come in force at once and apply to the exhibitions which are granted F.I.P.-Patronage, Auspices or Recognition.
