Article 9 - Qualification for Participation

9.1 Participation in F.I.P.-World Exhibitions is restricted to exhibitors who are affiliated to a F.I.P.-Member (Article 44 of the Statutes) in which they reside.

9.2 Exhibitors from non-F.I.P.-Members can also participate in F.I.P.-World Exhibitions provided:

- they belong to or are associated with a F.I.P.-Member; or

- their National Federation is a member of a F.I.P. Associated Continental Federation and the exhibition is being held in that continent.

9.3 The exhibit must have received a minimum of one Vermeil Medal at a national or equivalent exhibition.

For Exhibits in the Youth Class the qualification for Age Groups A, B and C is a national Silver medal and for the Age Group D a national large Silver medal. A former youth exhibit having obtained a large Vermeil medal with an entry of five frames in Age Group D shall qualify to exhibit in the senior class.

9.4 If the qualification is attained in an Exhibition other than the National Exhibition of his F.I.P.-Member country, then the exhibitor must obtain a certificate of acceptance from his F.I.P.-Member.

9.5 Exhibits previously not shown in National Exhibitions and which have not acquired the qualification as per Article 9.3, may not participate in a F.I.P.-Exhibition.

However, those F.I.P.-Members that do not regularly organise exhibitions, may certify the qualification of the exhibit.

9.6 At a F.I.P.-International Exhibition, exhibitors from non F.I.P.-Members may also participate.

They must fulfil the qualification requirements of Articles 9.3, 9.4 and 9.5.

9.7 It is recommended that the same levels of medals be adopted by all F.I.P.-Members as stipulated in Article 7.4. Nevertheless, they must have at least five levels of medals for their National Exhibitions, so that they correspond by and large with GREX. Wherever the minimum number of levels is not adopted by a F.I.P.-Member, for them the qualification standard under Article 9.3 will be the second highest award of their National Exhibition.

Article 10 - Applications

10.1 Application for participation at a F.I.P.-exhibition must be submitted through the Commissioner of the country where the applicant resides. Applications can also be submitted by residents of non-F.I.P.-Members through the Commissioners of a F.I.P.-Member to which they are associated.

Article 11 - Decision on Applications

11.1 The Exhibition Management decides whether an application is to be accepted or rejected. No reason need be given for the rejection of an application. However, all applications for qualified exhibits received from the F.I.P.-Championship Class have to be accepted.

11.2 The Exhibition Management will strictly follow the allotment of frame space as provided under Articles 6.3 and 6.4.

The only exception will be those exhibits which require lesser allotment of frames than they are entitled to receive for reasons of material not being available or for other substantial reasons. This must be specifically requested by the exhibitor in writing supported by the Commissioner giving the reasons and approved by the Co-ordinator in writing.

 

Article 12 - Confirmation of Acceptance

12.1 The Decision on Acceptance or Rejection of the Application is sent to the Exhibitor via the Commissioner.

12.2 On acceptance of the application, the exhibitor agrees to participate by means of his signature and the payment of the exhibition fees within the time set by the Exhibition Management.

12.3 When submitting the final application form, the exhibitor must provide a photocopy of the introductory statement in one of the F.I.P.-languages, showing the concept of the exhibit.

Article 13 - Obligations of the Exhibitor

13.1 Every exhibitor is obligated to abide by the GREX, GREV, SREVs, Supplementary Rules for the Exhibition Classes, if any, and the IREX.

13.2 Any exhibitor who refuses a medal awarded by a Jury will be excluded from all F.I.P.-World or International Exhibitions for five years.

Article 14 - Limitation on Entries

14.1 Each exhibitor may submit a maximum of two entries to an exhibition. In the case of family members, a maximum of four entries per family is authorised. There is no limitation for literature. Entries in the F.I.P.-Championship Class are not subject to this limitation.

14.2 Blood relations, relations by marriage and employees of Jury members, senior consultants to the Jury and apprentice Jury members are not eligible to participate in the Competitive Class.

14.3 An exhibit which has been sold, transferred, or gifted by an exhibitor to one of his family members will be treated as a new exhibit and will have to meet all requirements afresh, particularly Articles 9 and 16.1.

14.4 A youth exhibit may only be shown in one F.I.P.-Exhibition during the same year. However, in years in which a Specialised World Exhibition for young philatelists is held, the same exhibit may, in addition, participate at this event.

Article 15 - Pseudonyms

15.1 An exhibitor may enter his exhibit under a pseudonym. The Exhibition Management and the Jury Presidium must be notified of the true identity of the exhibitor.

Article 16 - Basic Requirements for Application to Exhibit

16.1 With the exception of the literature class, every exhibitor must have owned his exhibit for a minimum of two years before being eligible to exhibit at a F.I.P.-Exhibition.

16.2 Every exhibitor will abstain from exhibiting material which does not conform to F.I.P.-stipulations or to the laws of the host country. Legal restrictions on the display of material shall be defined in IREX.

16.3 An exhibitor may direct attention to special items in the exhibit, with a statement of the reasons for its scarcity. However, no statements of value are permitted.

16.4 If expertizing is cited in the exhibit, the Jury must be provided with the certificates.

16.5 Each exhibit sheet must be exhibited in protective covers.

Article 17 - Privileges of the Exhibitor

17.1 The exhibitor is entitled to the following free of charge:

- two permanent admission tickets for the entire period of the exhibition, one for a family member, in order to guarantee prompt and easy access during crowded conditions.

- an exhibition catalogue

- a copy of the jury report (Palmarès); and

- the opportunity to purchase the special issues (printed matter exhibition program) at a special counter.

Article 18 - Measures in the Event of Breach of Exhibitors' Obligations

18.1 In the case of a serious breach of the provisions of Article 13, an exhibitor may be disqualified from the exhibition.

18.2 In the event of an exhibitor

- failing to exhibit, without acceptable excuses the F.I.P.-Board will bar the exhibitor from exhibiting in F.I.P.-exhibitions for two calendar years;

- demonstrably having given false information in his application or

- exhibiting other than his registered exhibit, or in the case of the F.I.P.-Championship class the authorized exhibit

the F.I.P.-Co-ordinator will, after careful examination of the Fakta recommend measures to the F.I.P.-Board that may include temporary disqualification from further F.I.P.-Exhibitions.
